Waste Disposal

Garbage collection is provided by Trius and the collection of recyclables is provided by Trius.

We met with a representative from the Solid Waste Commission regarding recycling. The decision to implement the blue box program was already made. We were not an advisory committee at that time so we didn’t have any input.

We have asked for feasibility studies and a cost analysis, however, we have not received any reply. We have just recently received a reply to our query regarding the amount of the tax increase to cover the costs of recycling.

Recreation

On December 7th 2004 a public meeting was held at St. James Presbyterian Church to vote on adding recreation as a line item to the Hanwell LSD budget. This was in response to a petition for Recreation and Sports Facilities that was forwarded to the Minister of Local Government by the Hanwell Local Service District Advisory Committee. There were 94 eligible voters in attendance. A large majority (88%) voted in favor of the provision of the additional service of recreational facilities.

At the public meeting, the Hanwell Local Service District Advisory Committee (HLSDAC) asked for volunteers to establish a recreation committee. As a result the Hanwell Recreation Committee was developed. The Hanwell Recreation Committee is a sub committee of the Hanwell LSDAC and first met in February 2005. This Committee is responsible for establishing a long term plan for recreation in the Hanwell Local Service District. It is also responsible for establishing consistent guidelines for the disbursement of monies and to advise the LSDAC as to whether a specific recreation proposal meets established guidelines.

All recreation proposals are to be submitted to the Hanwell LSDAC prior to being sent to the Hanwell Recreation Committee. The LSDAC will make the final decision as to whether or not a proposal will be recommended for approval. If supported, the proposal will then be sent to the Department of Local Government with a recommendation for approval.

As a result of having recreation added to the budget, the Hanwell LSDAC has been able to aid the Brookdale Recreation Association with funding. This funding has been utilized for playground equipment, ground leveling and maintenance, and insurance for the park on Camber Dr. This park is open to all residents of the Hanwell LSD. As a result of improvements, the park has seen a significant increase in usage. The Brookdale Recreation Association had approximately 180 children between the ages of 3 and 11 registered for soccer in the spring of 2006.

Police Protection

Police protection is provided through the RCMP. We met with the RCMP. Policing services for the Hanwell are primarily the responsibility of J division, District 2, Oromocto. District 2 covers an area approximately the size of PEI. It includes Gagetown, Minto, Stanley, Keswick, MacAdam, etc…

Rural Planning

Draft Rural Plan Summary

The Draft Hanwell Local Service District Rural Plan recognizes the existing commercial, industrial and residential areas and tries to reduce the potential for land use conflicts.

For residential areas, the Draft Rural Plan promotes land uses that satisfy local needs, while not impacting the quality of life. Small-scale day cares, home-based businesses, parks, special care homes and garden suites are permitted with conditions as necessary, to try to limit any negative impacts to the surrounding properties.

The Draft Rural Plan works towards encouraging growth to help the area reach its goals and objectives, but recognizes the potential impact of uncontrolled development. The Rural Plan will not prevent people from building on their lands, but does put some controls on the creation of new large residential subdivisions.

It will require those proposing to create new large subdivisions to apply for an amendment, which allows for community feedback. These provisions will not affect the use of lots already created, or areas that have been zoned residential.

A Draft Rural Plan Has Been Prepared for the Hanwell LSD

Since November 2006, a working group comprised of dedicated citizens and landowners from all over the Hanwell Local Service District (LSD) have been working with the Rural Planning District Commission (RPDC) to develop the Hanwell LSD Rural Plan.

The intent of the Rural Plan is to protect the environment, encourage orderly development and prevent negative impacts caused by incompatible land uses. The Rural Plan seeks to do this by identifying objectives and goals for future development and by establishing Policies, Proposals, and Zoning Provisions to guide the use of land.

With a Rural Plan, the community can be involved in the decision making process for new development in the area by providing comments and feedback when amendments to the Rural Plan are proposed.

A need for sports fields, a community hall, and parks/trails was identified, and a 5-year strategic plan was developed in 2008. Several parcels of land have been identified as being potentially suitable parcels to further the Hanwell Community Development Association's objectives.

Fire Protection

Fire protection is provided through the City of Fredericton and the Kingsclear Volunteer Fire Department. Generally, the city’s service area covers out to #2198 Hanwell Road. Kingsclear covers the rest of the area.

With regard to the fire department, we met on a number of occasions. The fire department on Kimble would be the one primarily responding to calls. The majority of the calls are false alarms, and chimney fires.

In 2003 there were 6 false alarms and 3 chimney fires, out of approximately 14 calls. Other calls involved: a brush fire (1), medical assistance (1), and structure fires (2). The fire department has assured us they have no real concerns for the Hanwell; however, we have requested a fire protection analysis from the Fire Marshals Office.
