On December 7th 2004 a public meeting was held at St. James Presbyterian Church to vote on adding recreation as a line item to the Hanwell LSD budget. This was in response to a petition for Recreation and Sports Facilities that was forwarded to the Minister of Local Government by the Hanwell Local Service District Advisory Committee. There were 94 eligible voters in attendance. A large majority (88%) voted in favor of the provision of the additional service of recreational facilities.

At the public meeting, the Hanwell Local Service District Advisory Committee (HLSDAC) asked for volunteers to establish a recreation committee. As a result the Hanwell Recreation Committee was developed. The Hanwell Recreation Committee is a sub committee of the Hanwell LSDAC and first met in February 2005. This Committee is responsible for establishing a long term plan for recreation in the Hanwell Local Service District. It is also responsible for establishing consistent guidelines for the disbursement of monies and to advise the LSDAC as to whether a specific recreation proposal meets established guidelines.

All recreation proposals are to be submitted to the Hanwell LSDAC prior to being sent to the Hanwell Recreation Committee. The LSDAC will make the final decision as to whether or not a proposal will be recommended for approval. If supported, the proposal will then be sent to the Department of Local Government with a recommendation for approval.

As a result of having recreation added to the budget, the Hanwell LSDAC has been able to aid the Brookdale Recreation Association with funding. This funding has been utilized for playground equipment, ground leveling and maintenance, and insurance for the park on Camber Dr. This park is open to all residents of the Hanwell LSD. As a result of improvements, the park has seen a significant increase in usage. The Brookdale Recreation Association had approximately 180 children between the ages of 3 and 11 registered for soccer in the spring of 2006.
